Practice
Gonzalo's practice focuses on advancing clean energy deployment through advocacy before state public utility commissions, with an emphasis on distributed energy resources, interconnection policy, and grid access. He represents solar companies, community choice aggregators, data centers, and other large clean energy buyers in regulatory and administrative proceedings across the country. Gonzalo advises clients on regulatory strategy, compliance, and policy development, drawing on his experience in utility regulation and administrative litigation. He works closely with solar industry stakeholders to shape programs and rules that support expanded access to renewable energy and market participation.
Experience
Prior to joining Keyes & Fox LLP, Gonzalo served as Attorney-Advisor at the Federal Energy Regulatory Commission's Office of General Counsel. There, Gonzalo advised the Commission on and led policy and rulemaking efforts related to electric reliability standards and transmission planning regulations, with a focus on addressing the grid impacts of extreme weather events.
Gonzalo began his legal career as a litigator at the Natural Resources Defense Council, later joining Earthjustice as an Associate Attorney. There, he represented non-profit organizations and community associations before state and federal trial and appellate courts. Gonzalo's cross-cutting litigation included advocating for the strengthening of energy efficiency standards and the electrification of industrial facilities, prosecuting violations of Clean Air Act and Clean Water Act standards, and challenging the rollback of federal health and safety regulations. During this time, Gonzalo was appointed by District of Columbia Mayor Muriel Bowser to serve in the District's Green Building Advisory Council. In this role, Gonzalo advised the Mayor on the implementation of the District's Green Building Act and developed policy recommendations to advance the District's sustainability and energy efficiency objectives.
