Experience
Jeff Rector represents developers, investors, and public agencies in the development, financing, and acquisition of clean energy projects across the United States and internationally. His practice emphasizes utility-scale and distributed solar, wind, energy storage, renewable natural gas, and related transmission infrastructure. Jeff structures project finance transactions and drafts and negotiates power purchase agreements, EPC contracts, joint ventures, and limited-recourse financings for offtakers, developers, and lenders.
Jeff advises clients through all phases of project lifecycles, including offtake negotiations, construction, and asset purchases and sales. He has represented lenders and developers on financings for distributed solar and community solar portfolios and negotiated commercial contracts supporting innovative technologies turning waste into low- or negative-carbon resources, such as sustainable aviation fuel from waste fats, renewable natural gas from food waste or livestock manure, and renewable diesel from waste plastics.His experience spans projects driven by regulatory mandates and voluntary sustainability commitments in California and other key markets.
Jeff has worked on energy and infrastructure projects in over twenty countries. He founded Millennium Microgrid, developing its business plan and engaging financiers and village partners to deliver hybrid solar-storage microgrids to off-grid communities in Sub-Saharan Africa. He also supported Mozambique's energy law revisions and rural solar water pump pilots (2016–2021).
Jeff earned his J.D. from Stanford Law School, Master of Pacific International Affairs from the University of California, San Diego, and B.A. in Political Science from UC San Diego. He is admitted in California (Bar No. 241657). Prior to joining Keyes & Fox, Jeff founded Rector Law Office and practiced in the project finance groups of international law firms. His work has been recognized in Chambers California Spotlight, Chambers Global, Chambers Asia-Pacific, and The Legal 500.
