Practice

Nate advises clean energy and energy storage developers, data centers, community choice aggregators, public interest organizations, and clean energy trade associations on complex regulatory, transactional, and policy issues in the rapidly evolving energy industry. Drawing on his experience in the state and federal regulatory space, he helps clients achieve their desired outcomes in administrative litigation, rate cases, rulemakings, grid interconnection, transmission planning, and other regulatory and transactional matters.

Experience

Prior to joining Keyes & Fox LLP, Nate worked at a large international law firm, where he advised clients in a broad array of state and federal electric regulatory matters, including generator and load interconnection, RTO stakeholder processes, NERC compliance, administrative litigation, and regulatory due diligence for large transactions and data center co-location arrangements.

Before entering private practice, Nate served as the legal and policy advisor to a commissioner at the Illinois Commerce Commission (ICC). In this role, he advised the commissioner on a wide variety of matters before the ICC, including cost-of-service rate cases, prudence review of utility investments, rider reconciliations, rate design policymaking, transmission certificates of public convenience and necessity, multi-year integrated grid and rate plans, and rulemaking for the state’s renewable energy credit program.

Nate also clerked for two administrative law judges at the Federal Energy Regulatory Commission (FERC), Office of Administrative Law Judges. While at FERC, Nate assisted the judges in conducting hearings and settlement conferences and writing orders and initial decisions for matters arising under the Federal Power Act, Natural Gas Act, and Interstate Commerce Act.
