Experience
Theresa has over 25 years of experience as a transactional and regulatory lawyer in the California energy sector. She provides legal counsel and strategic advice on a wide array of energy matters including power purchase transactions, regulatory advocacy and compliance, policy development, customer programs, and energy infrastructure projects. Theresa also served as Chief of Staff and Legal Advisor to Commissioner Grueneich at the California Public Utilities Commission.
Prior to joining Keyes and Fox, Theresa served as a Deputy City Attorney for the City and County of San Francisco. She assisted with the launch of CleanPowerSF in 2014 and served as the primary legal counsel for the power procurement team. In this role, Theresa worked on all aspects of procurement, including public contracting, regulatory compliance, and the drafting and negotiation of contracts for power, energy storage, and resource adequacy. She also provided legal support on a wide range of operational and regulatory issues for Hetch Hetchy Power and CleanPowerSF, including the City of San Francisco’s current efforts to municipalize the electric grid.
