Yoni joined Keyes & Fox in 2025 to facilitate his clients’ clean energy deployment and policy development goals. He represents clients in the regulatory, litigation, transactional, and policy arenas, and provides counsel on matters of importance to community choice aggregators, local governments, civil society groups, and clean energy consumers.

Yoni served as a Senior Legal Advisor in the U.S. Department of Energy (DOE) General Counsel’s front office from 2023 – 2025. At DOE, he devised and implemented DOE’s legal strategy managing enterprise-wide strategic risks presented by external investigations. Yoni led the legal preparation of over a dozen of DOE’s senior-most executives—including the Secretary and Deputy Secretary—for hearings and external briefings. He also advised on and defended DOE’s decisions relating to tax credits, loans, grants, artificial intelligence, and regulatory matters. Before his time at DOE, Yoni worked on litigation, policy, and investigations as an attorney for multiple Congressional committees. He also brings experience from his work for public interest nonprofits and an employment law firm. He has litigated complex regulatory matters in trial, appellate, and state supreme court, and has also defended clients and their members in investigations, arbitrations, and mediations.

  • Represented community choice aggregator clients in various proceedings before the California Public Utilities Commission, including the Power Charge Indifference Adjustment, Energy Efficiency, and Self-Generation Incentive Program proceedings.
  • Represented public interest groups in a General Rate Case proceeding, securing a disallowance of over $50 million and policy recommendations sought by the client.
  • Represented clean energy company in a General Rate Case proceeding, negotiating a settlement dedicating $20 million for a client priority.
  • Representing a local government in a multi-billion dollar municipalization proceeding valuing assets before acquisition.
