Keyes & Fox attorneys regularly advise clients on the development of state policy and legislation concerning a wide variety of issues impacting distributed energy resources, virtual power plants, interconnection rules, clean energy siting and permitting, community choice aggregation, and large load integrations.

Our attorneys work closely with clients to shape legislative proposals and advocacy strategies that align with their objectives and the evolving energy landscape. K&F attorneys have drafted state legislation, advised on the impacts of proposed and newly enacted laws, and supported clients in engaging with policymakers in administrative rulemaking proceedings. K&F attorneys also assist clients in evaluating the feasibility of legislative or rulemaking initiatives in new jurisdictions.

In parallel, we develop policy frameworks and program designs that can be implemented at scale. Our attorneys have created model tariffs for virtual power plants and demand response programs that are designed to serve as adaptable templates for utilities across the country.
