Julia works with solar and storage developers, clean energy industry associations, community choice aggregators, and nonprofit organizations to develop state policies and advance regulatory objectives that enable the clean energy transition. She represents clients in proceedings before state public utilities commissions, counsels on regulatory interpretation and compliance matters, and develops and advises on proposed legislation. In her regulatory advocacy practice, Julia regularly represents clients in utility general rate cases and other ratemaking proceedings, as well as in proceedings addressing net energy metering policy, distributed energy resource program design, and integrated resource planning.

Prior to joining Keyes & Fox, Julia was a member of the Energy and Infrastructure Group at Orrick Herrington & Sutcliffe, where her practice focused on project development, financing, and mergers and acquisitions in the renewable energy sector. During her time at New York University School of Law, Julia worked as a summer law clerk at the Sierra Club and as a clinical intern at the Natural Resources Defense Council.

  • Lead counsel for developer clients in distributed energy resource and electrification program proceedings.
  • Lead counsel for a clean energy industry association in integrated resource planning proceedings, advocating for increased investment in renewables, energy storage, and demand-side resources as alternatives to fossil fuel resources.
  • Lead counsel for solar and storage industry association clients in litigation challenging state public utilities commission decisions, including preparation of an amicus brief filed with the California Supreme Court.
  • Represented solar and storage clients in net energy metering proceedings to advance favorable solar policy and prevent adoption of discriminatory charges on solar customers.
  • Litigated utility corporate restructuring cases before the California Public Utilities Commission and the Federal Energy Regulatory Commission on behalf of community choice aggregators.
  • Work with nonprofit clients to develop state legislation that streamlines clean energy project siting and permitting and reduces barriers for distributed energy technologies.
  • Advise developer clients on issues of statutory and regulatory interpretation to inform business strategy and clean energy product design.
