In 2008, founding partners Jason Keyes and Kevin Fox left a prominent national law firm to build a different kind of practice. They were drawn to regulatory advocacy because it offered a direct path to shaping the future of renewable energy, but they saw firsthand how traditional law firm structures, with their emphasis on project finance and high billable rates, often limited meaningful engagement in that work. So they took a risk, left the firm, and started Keyes & Fox.
In the early years, much of K&F’s work centered around a single nonprofit client. Jason and Kevin spent those formative years appearing before state public utilities commissions across the country. They advocated for policies that were foundational to support rooftop solar growth—net metering, small generator interconnection standards, and, later, community solar programs. As state markets evolved, so did the firm’s role. Clients who had relied on K&F at state commissions increasingly turned to K&F for the transactional insight needed to structure, document, and implement projects on the ground.
As clean energy markets matured, K&F grew alongside them. The firm developed a strong reputation as a trusted partner for entities driving renewable development. When community choice aggregation (CCA) programs began to emerge in California, many of the CCAs turned to K&F to support their growth and to navigate complex regulatory, transactional, and compliance matters.
Today, more than 90 percent of K&F’s work is devoted to advancing renewable and clean energy growth. With attorneys located across the country, K&F’s team represents clients nationwide, including some of the largest rooftop solar developers in the country, state and national renewable energy trade associations, large consumers of clean energy, and nearly all of California’s CCAs. The firm’s practice also extends into regulatory advocacy supporting the deployment of electric vehicle charging infrastructure, public transportation, and data center matters, where energy use, reliability, and clean power procurement are increasingly intertwined.
