Scott is proud to represent the organizations making the clean energy transition a reality, including large clean energy buyers, providers of rooftop and utility-scale solar, community solar garden developers, and electric vehicle (EV) charging companies, in proceedings before state public utilities commissions, the Federal Energy Regulatory Commission (FERC), and other state agencies. Over the course of his career, Scott has participated in proceedings before more than 30 state public utilities commissions, advising industry groups, developers, and environmental advocacy organizations on a wide variety of utility regulatory matters.

Scott has extensive hearing room experience, particularly cross-examining subject matter experts on technical and policy issues. In addition to litigation, he advises clients on draft legislation, administrative rulemaking, and general policy and risk considerations.

Prior to joining Keyes & Fox, Scott worked at the Colorado Attorney General’s Office representing the Trial Staff of the Colorado Public Utilities Commission, focusing on rate cases, renewable energy, energy efficiency, and Certificate of Public Convenience and Necessity proceedings. In addition to his law degree, he also holds a Masters of Science degree in environmental studies with an energy policy focus from the University of Colorado.

  • Represented the Corporate Energy Buyers Association (CEBA) before the Georgia Public Service Commission in securing unanimous approval of Georgia Power’s Customer Identified Resource Program, a first-of-its-kind program allowing major energy customers to bring clean generation resources onto the system while benefiting all ratepayers (CEBA press release).
  • Led efforts for the solar industry to develop new rules to allow solar net metering on multi-unit properties in Colorado.
  • Advocated for transportation electrification policies that protect market competition and customer choice in EV charging infrastructure programs in over 25 different states.
  • Brought a complaint before the Michigan Public Service Commission for a leading utility-scale solar developer that resulted in the developer signing 20-year avoided cost contracts for a total of 75 megawatts of new solar projects.
  • Represented coalition of environmental public interest organizations before FERC in a complaint proceeding that resulted in FERC ordering Southwest Power Pool to revoke its onerous exit fee for non-transmission owning members.
