Beren assists clients in achieving their legal, regulatory, and policy goals with a focus on electric utility regulation, regulated energy market development, and renewable energy policy. Beren’s practice includes representing and advising leading rooftop solar and battery storage developers, industry trade organizations, and not-for-profit organizations in proceedings before state public utilities commissions across the country to expand market opportunities for distributed energy resources and other clean energy technologies. Beren’s experience spans multiple facets of public utility regulation including: virtual power plants, interconnection, distribution system planning, net metering, performance-based regulation, and the Public Utility Regulatory Policies Act.

Prior to joining Keyes & Fox, Beren was a Research Fellow at the Center for Energy and Sustainable Development in West Virginia where he focused on climate change and clean energy transition strategies to expand economic opportunities in the state.
