Gonzalo represents clean energy developers, community choice aggregators, municipal governments, data centers, and large energy buyers in utility regulatory proceedings nationwide. His practice centers on removing barriers to renewable energy deployment through strategic advocacy before FERC and state public utility commissions. He advises clients on interconnection policy, distributed energy resource integration, and regulatory compliance, helping solar companies and other clean energy stakeholders navigate complex utility commission proceedings and shape market rules that expand grid access.

Prior to joining Keyes & Fox, Gonzalo served as Attorney-Advisor at the Federal Energy Regulatory Commission’s Office of General Counsel. There, Gonzalo advised the Commission on and led policy and rulemaking efforts related to electric reliability standards and transmission planning regulations, with a focus on addressing the grid impacts of extreme weather events.

Gonzalo began his legal career as a litigator at the Natural Resources Defense Council, later joining Earthjustice as an Associate Attorney. There, he represented non-profit organizations and community associations before state and federal trial and appellate courts. Gonzalo’s cross-cutting litigation included advocating for the strengthening of energy efficiency standards and the electrification of industrial facilities, prosecuting violations of Clean Air Act and Clean Water Act standards, and challenging the rollback of federal health and safety regulations. During this time, Gonzalo was appointed by District of Columbia Mayor Muriel Bowser to serve in the District’s Green Building Advisory Council. In this role, Gonzalo advised the Mayor on the implementation of the District’s Green Building Act and developed policy recommendations to advance the District’s sustainability and energy efficiency objectives.

  • Advocated for local government and utility clients in proceedings before the Federal Energy Regulatory Commission concerning changes to and enforcement of Open Access Transmission Tariffs (OATTs), ensuring fair transmission access and protecting ratepayer interests in competitive wholesale markets.
  • Represented community choice aggregator clients in general rate case and cost of capital proceedings before the California Public Utilities Commission, securing favorable ratemaking outcomes that advanced local clean energy goals while maintaining cost-competitiveness.
  • Represented data center clients in state rate proceedings concerning large load and co-located generation tariffs, helping to establish regulatory frameworks that support next-generation infrastructure while ensuring grid reliability and equitable cost allocation.
  • Worked with clean energy clients and coalitions to draft state legislation to reduce obstacles to the deployment of distributed energy resources.
  • Assisted renewable energy developers in the drafting of engineering, procurement, and construction (EPC) agreements, power purchase agreements (PPAs), and royalty agreements, facilitating the financing and development of residential and commercial clean energy projects.
