Jeff is a project finance attorney with more than two decades of experience structuring and negotiating complex energy and infrastructure transactions for developers, investors, and public agencies involved in energy transition projects in the United States and internationally.
Jeff advises project owners, investors, and public agencies from early‑stage development through construction and operation, including drafting and negotiating power purchase and other offtake agreements, engineering, procurement, and construction (EPC) and related construction contracts, and joint venture arrangements. He structures limited‑recourse project financings and represents clients in purchases and sales of operating and development‑stage portfolios, drawing on experience representing commercial banks and other lenders on large project finance facilities and portfolios of commercial and industrial projects.
Jeff’s practice focuses on utility‑scale and distributed solar, wind, energy storage, and related transmission infrastructure. He also advises on decarbonization projects outside the power sector. For example, he has negotiated commercial contracts supporting technologies that turn waste into low‑ or negative‑carbon resources, such as sustainable aviation fuel from waste fats, renewable natural gas from food waste or livestock manure, and renewable diesel from waste plastics, in markets shaped by regulatory mandates and voluntary sustainability commitments.
Jeff has worked on energy and infrastructure projects in more than twenty countries, including cross‑border megaprojects financed by development finance institutions and initiatives to expand clean energy access and economic development beyond the grid in Sub‑Saharan Africa.
