Theresa has over 25 years of experience as a transactional and regulatory attorney in the California energy sector. Her current practice includes representing clients in a wide array of energy transactions including long and short-term renewable energy and resource adequacy agreements, carbon-free energy agreements, distributed energy off-take agreements, TB4 agreements, and scheduling coordinator agreements.
Prior to joining Keyes and Fox, Theresa served as a Deputy City Attorney for the City and County of San Francisco where she assisted with the launch of CleanPowerSF in 2014 and served as the primary legal counsel for the power procurement team. Theresa also provided legal support on a wide range of legal and regulatory issues for Hetch Hetchy Power and CleanPowerSF, including regulatory compliance and infrastructure development. Prior to her work at the City and County of San Francisco, Theresa also served as Chief of Staff to Commissioner Dian Grueneich at the California Public Utilities Commission.
